 Rao Shicai--Executive Director
Mr. Rao Shicai, born in 1968, graduated from Wuhan University of Hydraulic and Electrical Engineering in 1993 with a bachelor’s degree in industrial and civil architecture. In 2004, he graduated from Tianjin University with a master’s degree in naval architecture and marine engineering, and holds the professional title of Professor-level Senior Economist. He once served as a design engineer at Tianjin Water Transport Engineering Survey and Design Institute (天津水運工程勘察設(shè)計院). He successively served as the positions of Workshop Director, Project Manager, General Manager of the Human Resources Department, and Deputy Secretary of the Party Committee at Offshore Oil Engineering Co., Ltd.（海洋石油工程股份有限公司）. From December 2017 to December 2024, he successively served as the Head of the Party Committee Discipline Inspection Team of China National Offshore Oil Corporation（中國海洋石油集團有限公司） stationed at Offshore Oil Engineering Co., Ltd. and Head of the Party Committee Inspection Team of China National Offshore Oil Corporation. He has served as the Deputy Secretary of the Party Committee of the Company since December 2024, Chief Executive Officer and President of the Company since March 2025. He was appointed as an executive Director of the Company in May 2025.
